After returning from overseas at the end of WW11, Frank began refereeing basketball at the Y.M.C.A., where Junior, Intermediate, and Senior basketball was flourishing. In 1947, he formed the Basketball
Referees Association. The association was committed to setting a standard for all officials to follow, such as floor coverage and rule interpretation. While providing a leadership role in this new association, Frank continued to referee until 1956, including Provincial, Western Canadian, and National finals.
